Why Kiah's Rule
We envision a world where mental health is valued, supported, and treated with the same urgency and care as physical health. A world where everyone — regardless of age, background, or circumstance — can access timely, compassionate, and stigma-free support. Through education, advocacy, and community-driven action, we aim to build a society grounded in empathy, resilience, and understanding. Our vision is rooted in the belief that mental health care is a human right, not a privilege. Together, we can create a future where every person feels seen, supported, and empowered to thrive.


We hope KIAH’s Rule will:
- Mandate that all emergency service referrals involving mental health crises (particularly when flagged by police or families) result in in-person attendance, not phone-only triage.
- Require a minimum duty of follow-up when initial attempts fail to locate a person in distress (e.g., return to premises, contact alternative supports).
- Include a formal documentation and review process for every declined dispatch decision in a mental health crisis.
- Introduce penalties or institutional accountability measures for non-compliance.
- Align with existing safety frameworks like Ryan’s Rule and the Mental Health Act.
